As both Territories were less than six years old when this map began preparation, it is easy to understand why only the eastern sections show any development. The eastern borders of both Territories follow the Missouri River until they reach Kansas City when the border follows a straight line south which is still the eastern border of Kansas.
The other borders of both Territories were mired in acrimonious debate mostly focused on slavery which ultimately resulted in the borders present on the map; and the curious southern border of Kansas along 37 degrees.
