The map was compiled by David George Hogarth, a noted orientalist, Arabist, archaeologist and scholar. From 1909-27 he was the Keeper of the Ashmolean Museum in Oxford. He was close to T. E. Lawrence (Lawrence of Arabia) who consulted him when planning the Arab Revolt. He also worked with Sir Mark Sykes, famous for the Sykes-Picot Line. 

Hogarth was commissioned into the Naval Intelligence Division during World War I and later became the head of the Arab Bureau in Cairo. He was also noted for providing much of the text for the 1916 "Handbook for Arabia" provided by the Naval War Staff to naval officers.
